Abstract

The main purposes of this research include identifying major factors which affect housing choices of old people, estimating the demand for various and differentiated housing support programs according to health 〮 economic power 〮 type of household of the elderly people, based on the major factors in previous step, and suggesting the policy implications about the housing policy programs to support the stable housing of the elderly. For these purposes we use the 2007 Korea Housing Survey data, which is surveyed on the households and individuals of old people by the MLTM(Ministry of Land, Transport and Maritime Affairs) and KRIHS. For this research we define a person who is above 65 years old as the old person and a household which has any household member above 65 as the senior household.
The research consists of seven chapters. Chapter one presents the background and purpose of the research in detail, along with the research scope and methodology. Chapter two deals with the housing conditions of households and individuals of old people. We found there is almost 369 million elderly households as of 2007, which is 22.5% of 1641.7 million nation households, based on the household projection for Korea in 2007. The upward trend of the population of the above 75 years old person will be continued for a while. Especially, the growth rate of old lady is expected to increase sharply.
Chapter three introduces the housing policies for seniors in various nations such as Korea, UK, Japn, and Sweden and gets some implications from other nations’s housing policies. In Korea, ‘The remodeling housing standard for seniors’ is established and distributed as the manual for remodeling. And the constitution of the ‘The law of housing welfare for elderly (tentatively named)’ is now on the process.
Chapter four sets the logit and nested models to analyse the choice behavior about moving, location of housing, and type of housing for seniors. In this chapter we found that the major factors affect the housing choice behaviors of seniors, that is health, economic status, and the type of household.
In chapter five, we classify senior households into 8 groups, by health, economic status, and the type of household, based on the statistic results in chapter four. We analyze the size and the characteristics of each group and estimate its probability of housing choices. As a result, the demand for remodeling his/her current housing in a elderly-friendly form is bigger in seniors living in rural areas than seniors living in civil area. Meanwhile, the demand of the senior-only residences is stronger in seniors of civil area than in seniors of rural area.
In addition, we estimate the demand of housing support programs by using the models established in previous chapter. Thus we get some estimation results on the quantity of demand for the various housing support programs. The most popular program is the resident supporting service. That is, the demand of the resident supporting service in their own home is about 84.3% of whole 368.9 million households. The next popular, the remodeling home senior-friendly, is about 8.0% of the whole and the third is the free elderly facilities(the demand of that is about 4.4% of the whole). The forth is the supply of National rental housing(Kook-Min Im Dae, the rental housing which the public supports the policy target by low rental fee) for specially seniors(the demand of that is about 39 thousand households). The demand of Silver-town which is a type of senior residence with the medical and shopping facilities etc. in a small village, provided by public and private construct company, is about 1.3% of the whole. The demand of group home (which is a type of residence, partly supported by public, in which several old men live with helper and share the home) is about 1.0% of whole elderly households.
