The issues of housing rehabilitation is drawing attention as the overall housing shortage problem get mitigated. The rehabilitation of existing old housing stock could have great impacts on the quality of people’s living as well as on the quality of housing stock itself. However, the government has not pay much attention to housing rehabilitation policies. Even there is no reliable data about the quality of existing housing stock, and few research projects were implemented on the issue.
There are three main objectives of this research. The first objective is to investigate the general conditions of old housing stock. The second object is to find out and analyse the socio-economic characteristics of the housing owners and their behavior in rehabilitation investment. And the third objective is to suggest policies to promote the rehabilitation of housing stock.
The scope of the research, however, is limited to the single-family detached housing and the multi-family housing with relatively small number of units because various measures already have been provided for a large-scale multi-family apartment complexes and they are relatively well maintained.
The research methodologies used in this research are housing(household) survey and case study. The sample of about 400 houses were collected for the survey from six cities with various sizes. They are Seoul, Daecheon, Chungju, Jinju and Mokpo city. The aim of the case study is to explore rehabilitation behavior in depth and about 4-5 houses were selected from each city.
The research has five chapters. The chapter one is an introductory part that introduces the objectives and methodologies of the studies. In the chapter two, the need and importance of rehabilitation is explained. The chapter three describes the findings from the survey. To evaluate the conditions of old housing built in 1990 or earlier, 21 items were checked. Among them the insulation part and internal structure have been most defected parts. It was also found that the single-family detached houses have most defects. The single-family detached housing tends to have more problems in beam and column, floor, bath room, insulation, and heating facilities. The chapter four deals with the rehabilitation behaviors of housing owners. The research found that a quite large portion of old housing owners is retired aged persons who have only low level incomes. They tend not to invest necessary rehabilitation investment due to economic burden and other reasons.
The chapter five analyses the factors that hinder rehabilitation investments on old housing. The primary reason is that the rehabilitation can not increase the market prices of old housing under the current housing market. Next important reason is the financial burden. Lack of polices seems to be another important factor.

The chapter seven as a concluding chapter suggests some policies to promote housing rehabilitation. The recommended policies can be grouped into financial assistance, mortgage insurance, tax incentives and area rehabilitation strategy. As to financial assistance, the research recommends to improve existing loan programs from the National Housing Fund and the Energy Saving Fund by providing mortgage insurance for the low-income housing owners. Also the research suggests to allow the public rehabilitation loans to the housing units with the age of ten or older because currently the public loans are provided only to the units with the age of twenty or older.
