The purpose of this study is to propose a detailed plan of establishing the housing safety net for residents of long-term public rental housing. For this purpose, the housing safety net is defined as a system to protect and/or support people in low income classes that experience hardship in life due to excessive living expenses in comparison to their income, or for other reasons such as poverty that they are not able to survive on their own. The housing safety net does not only mean a suitable living expense/load, but also includes such factors as childcare, education, employment, community activities, crime prevention, health and welfare systems. A variety of factors of the housing safety net include housing and employment working together to improve the effect of housing support. Even if a house is provided, those people would not be able to accumulate assets without income nor be able to escape from the poverty without any supports for obtaining high quality education for their children.
Based on the concept of such a housing safety net, the current status and problems of residents in long-term public rental housings in Korea have been analyzed and drawn through this study. We have researched data on housing status as well as public rental apartment blocks. We conducted a survey targeting residents of public rental housing in order to analyze the actual living conditions. In addition, we have analyzed the level of the housing safety net in accordance with the types of public rental housing in this study in order to develop strategic suggestions to improve the standard level of the housing safety net. Further, this study reviews and suggests a movement plan in order to adjust residents’ living in long-term public rental housing, so as to improve housing satisfaction and housing suitability for residents.
The basic policies to improve a system for establishing the housing safety net for residents of public rental housing are as follows: First of all, the focus should be on the management of residents, rather than the supply of rental apartments in order to enhance the housing safety net. Second, the management of rental housing should be considered with the living zone and not by individual public rental blocks. Third, a customized policy based on characteristics of household is required. In particular, changes in life cycle of households, or other features, such as a disability should be considered. We suggest that a waiting list system for public rental housing be introduced to adjust housing movement due to various reasons such as life cycle change, disability occurrence, changes in ability to pay living expenses, changes in demand, etc. Fourth, a partnership must be established between the public and private sectors.
