The housing shortage problem in Seoul and other major metropolitan areas is one of the most serious housing policy issues in Korea. To make things more difficult, the numebr of household is forecasted to increase in a fairly high rate in major cities. Therefore, it is necessary to expand housing supply substantially in a relatively short period to ameloiorate the housing problem. However, the total area of housing sites available within the city boundary for new housing construction is minimal compared with the need. As a part of the solution, the Korean government initiated the development of new towns of fairly large sizes near Seoul. Another solution, which is very improtant but relatively ignored at present by policy makers, is to utilize limited land resources more efficiently within the city by restructuring current residential land use pattern.
From the perspective, the focus of this research is how to improve the efficiency of residential land use to expand housing supply in Seoul. The purpose of the study, therefore, are to evaluate the pattern and characteristics of exising residential land use; to suggest new directions for efficient land use in Seoul; and to recommend appropriate policy measures.
In the study, various aspects of residential and for each administrative unit of Dong ar analyzed. Also the data are used to interpret the existing residential structure as a whole city. The data analyzed for each dong include ‘residential land price’, ‘residential floor area ratio’, ‘population density of residential land’, ‘popluation density for floor area’, ‘proportion of residential land’, and ‘proportion of multi-family housing’. Base on the analysis, the efficiency of the current land use system is evaluated employing the land use theory of neoclassical economics.
As a part of conclusion, the study proposes measures to restructure the residential land use.
They include the following:
-To subdivide current residential zones in the zoning code.
-To designate the high density zones for the areas near CBD where residential land is currently under-utilized.
-To simplify and relieve restrictive bulk regulation in building code for lower order residential zones.
-Introduction of minimum bulk regulation in the zoning code.
-To designate ‘high density incentive zone’ for appropraite target areas.
-Improvement of laws to related rebuilding and urband renewal.
-To simplify the land assembly procedure.
-Introduction of PUD method to resturcture residential land use.
