Abstract

The objective of the study is to suggest comprehensive policies to prevent premature deterioration and demolition of existing housing stock in Korea. For the objective, the causes of the early deterioration and demolition were analyzed in terms of physical, behavioral and economical aspects. And, policy factors of the problems were evaluated. Based on the results, a comprehensive set of measures were proposed to policy makers.
The methodologies employed in the study included housing condition survey, household survey, interviews with architects, engineers and housing managers, and foreign case studies. A simulation analysis was also carried out to evaluate economic feasibility of household investments in housing rehabilitation.

The major policy recommnedations in the ocnclusion part of the study included the following:
-To reinforce the minimum standard of construction materials and installed facilities.
-To legalize house builders or sellers to provide detailed information to home buyers about the producer names and the quality grades of construction materials and installed facilities.
To reinforce construction standards.
To legalize builders to provide a copy of detail construction drawings to apartment housing maintenance offices. To legalize housing maintenance offices to keep the drawings for housing maintenanace and rehabilitation.
To strenghten the supervision and inspection on the construction process
To reaise construction supervision fees to an appropriate level.
To establish a public institution to settle disputes between house buyers and builders regarding physical defects in the delivered housing units.
To introduce a housing construction insurance system.
To expand the role of specialized housing maintenace companies.
To promote installation of automatic maintenance system to save housing maintenance costs for adequate and timely housing repairs.
To prepare more realistic programs for long-term housing repairs and rehabilitation.
To establish public housing maintenance information centers to provide information for less experienced housing mangers.
To provide financial and tax incentives on housing rehabilitation.
To relax the regulation on housing rehabilitation.
To improve the housing reconstruction regulation system.
