Poor workmanship is major problem in the construction industry. Housing construction is not the exception. Many new home buyers experienced some types of defects on structural and mechanical components of their houses.
The purpose of this stud is to review the current home warranty system and to propose policy measures to improve the system. This study analyzed defect claims data coleected by the Korea Consumer Protection Board and YMCA.
Currently, under the Multifamalily Housing Management Law, defect repair period for column and bearing wall is 10 years and that for beam, floor roof is 5 years. If any defect is found in the period, the occupants, resident representative council or estate management office may request the developer to repair the defects. However, ther are a number of problems in operating the system such as type of coverage, judgement of defect and arrangement for repair.
Proposed home warranty system is composed of 5 items; type of coverage, defect repair period, deposit for defect repair, judgement of defect and mediation of disputes on defects. Some modification of deposit for defect repair and mediation of disputes on defects. Some modification of deposit for defect repair and mediation of disputes on defects are necessary. Also, changes of inspection and investigation system in housing construction are necessary, in order to reduce defects.
