Abstract

The Urban Housing Renewal Program and the Residential Environemnt Improvement Program are the major measures that are currently employed to solve urban squatter problems in Korea. The policy objectives of the programs are to improve residential welfare of low-income households : to improve urban physical environment ; to improve efficiency of uraban land use.
This study evaluates effectiveness and efficiency in achieving the policy goals of the programs. The methodology for the evaluation includes cost/ benefit analysis, a survey, interviews with public servants and private developers, and field trips. Based on the evaluation, the study analyzes the problems of current programs and finally suggests short term, and long term recommendations to improve the programs. The policy recommendations in the study include the following
1.Recommendations for Urban Housing Renewal Program.
° To provide shelter for the residents before demolition of their housing. For this, to utilize current public rental housing or to introduce stepwise renewal method.
° The subsidy of central government to provide public rental housing for tenant households.
° Supply of small-sized affordable housing units for the low income residents.
° To prepare the master plan of urban bousing renewal for each city with 1 million population or more.
° To provide more practical standards to designate project areas.
° To enact a new urban housing renewal act separately from the current Urban Renewal Act.
° To provide Urban Housing Renewal Fund.
° To set maximum period to remain as the urban housing renewal designated area.
2.Recommendations for Residential Environemtn Improvement Program.
° To provide shelter for evicted tenant residents.
° To reset minimum lot size in the project areas.
° To promote development of multi-family housing units where lot sizes are too small.
° To allow more resident participation.
° to clarify the principle for surplus housing units constructed.
