Korea has achieved a rapid economic growth during the last few decades. The nation’s rapid economic growth has been accompanied by changes in regional distribution of population and economic activities. These changes in gurn created significant regional disparity problems that may lead to reduction of national eoconomic productivity, and disintegration in the national society.
Since 1960’s the Korean Government has attempted to solve regional disparity problems. A series of regional policies have been suggested to achieve balanced regional growth. The results of the policies, however, have not been successful.
The purpose of this sutdy is to appraise the major policies and strategies of balanced regional growth in Korea. Based on the policy appraisal, this study suggests desirable policy directions for balanced regional growth.
Despite the government’s decentralization policies, the concentration of economic activities in Capital Region has ever been increasing. Despite the government’s balanced regional growth policies, the increasing trend of regional disparity for population distribution and economic facilities is still remaining. The planners and regional scientists in Korea criticize that the increasing regional disparity is largely due to the ineffective regional development policies.
This study attempts to analyse and appraise the regional policy impacts for various strategies of balanced regional growth. Based on the analyses and appraislas of the regional policies, we attempt to provide some suggestions for promising management of balanced regional growth.
Among various regional growth policies, we concentrate 4 major strategies, i. e., growth center development, control of capital region, development of underdeveloped regions, and the development of industrial estate.
