Infrastructure investment has been steadily increased since the starting of the national economic development policy in 1962. However, the traffic congestion cost in 1990s has been on an increasing trend yearly.
There are some reasons that the traffic congestion cost is more increased yearly in spite of infrastructure investment. One is the lack of the invested economic resources for the increased infrastructure demand. The others are the insufficiency of the criterion for infrastructure investment evaluation, the imperfection of the feed-back evaluation system and the absent of the efficient operation and management system for infrastructure and traffic demand. So we have to have the criterion for infrastructure investment evaluation and establish the system with feed-back structure for solving these problems and preventing useless and redundant investment.
The goals of this research are that the comprehensive analysis of the effectiveness of the infrastructure investment in the land use and transportation system, the development of the land use-transportation equilibrium model for understanding of the economic effect, industrial re-structuring impact, production derived effect and regional development effect, and the apply of this model to the real-world.
Besides, this research has several meanings as follows. The one is this model is the very comprehensive analysis system for knowing of the effectiveness of infrastructure investment in the spaces as land use and transportation system and on the industrial structure. The other is that we are able to establish the evaluation criterion of the infrastructure investment with rationality and objectivity using this model. (The rest is omitted.)
