Abstract

The historical South and North Korean Summit Talk and the 6.15 Joint Declaration in 2000, has brought new momentum to peace and cooperation to Korean Peninsula, and helped to establish the foundation for the current favorable relationship between South and North Korea in terms of economy and culture. In particular, several successful initiatives in the South/ North Korean border area such as railroad connections, tour to Mt. Kumgang using inland route, and the Gaesung Industrial Park pilot project, have led to substantial alleviation of tension in the Korean Peninsula, drawing the sense of integration between the two Koreas.
This is a basic research to derive specific strategies for South and North Korean cooperation in the use of Imnam Dam (or Kumgang Dam) in North Korea and Peace Dam in South Korea both of which are located in the North Han River basin, part of "Peace Belt" as suggested in the fourth Comprehensive National Territorial Plan of South Korea. The purpose of the research is to establish institutions to use water resources for both South and North Korea, and lay other cooperative foundations in the North Han River basin area, which will ultimately contribute to inter-Korea cooperation.
Peaceful use of the two dams, Imnam Dam and Peace Dam is the key to the settlement of the conflict arising from the shared use of North Han River basin. In other words, the military tension in the area will ease and the cooperative mood will be created with the peaceful use. The joint use and preservation of water resources and other territorial resources in the area will not only enhance cooperation but lead to efficient use of the land which will benefit both the Koreas. Furthermore, it will contribute to the development of tourism resources, which will help boost regional economies in the area and joint anti-disaster measures against flood and drought, and the preservation and management of the natural resources.
