Abstract

This paper provides an overview of trends in highly skilled workers in Korea and related policies. It argues that while the number of high skilled foreign workers has almost tripled over the past 10 years with newly introduced systems for facilitating their admission, both the foreign workers and overall policies remain poorly managed. Given the systematic problems that the current foreign manpower policies have revealed, such as lack of consideration for the domestic labor market and the future labor demand, this paper stresses the need for a new set of policies that comprehensively targets both highly skilled and low skilled foreign manpower.
