A social welfare service delivery system is a policy tool to achieve the goals of social welfare policies. As Korea’s socio-economic environment evolves with low birth rates and population aging, the social welfare delivery system should be reorganized as well, and this study aims to explore measures to improve the current delivery system and propose alternatives.
Korea’s aging population is peculiar in that people’s life expectancy is increasing while birth rates are declining, and the nation is expected to support an elderly-heavy society by 2026. Population aging puts a greater burden on the younger generations in terms of supporting the elderly; for example via pensions, medical fees, and other social security expenditures. Moreover, the economically active population as well as the state’s financial income is reduced with larger taxes on the younger generation, and a higher likelihood of economic downturn. Growth of single-household elderly and worsening of elderly poverty will increase demand for welfare policies.
As the nation deals with the issues of low birth rates and aging, it is critical that current policies and programs be reevaluated for their functional organization, and the welfare service delivery system should be reformed though restructuring. The central government should take charge of reforming the public welfare delivery system with specific departments designated for handling welfare benefits and services. At the local level, regional municipal community centers should be able to provide quality services by officials specialized in welfare programs. However, current inconsistencies between social welfare services and the delivery system hampers efficient welfare policy administration. There are other issues as well, such as social welfare programs that don’t reflect regional characteristics, shortages of staff, and lack of capacity for policy implementation. There are a number of welfare programs for the different life stages of a beneficiary, and often, programs overlap, or one program is administered by multiple authorities. In order to ensure efficient service implementation, it is necessary to designate one authority to administer and deliver a program. The same holds true for programs for women, the disabled, and other vulnerable population groups.
Reform of the social welfare delivery system is necessary in order to respond to the changing socio-economic environment caused by low birth rates and population aging. To this end, local government’s welfare programs and authority should be strengthened, while linkage and consistency of welfare services should be improved. Public access to social welfare programs should be enhanced by establishing a channel through which different type of services can be delivered. Moreover, sufficient welfare staff should be secured, child policies and juvenile programs should be integrated, departments administering infant and toddler policies should be integrated, new departments should be set up to be charge of social welfare services, and employment support services should be upgraded.
