Abstract

The world economy is stabilized through international cooperation after the 2008 global financial crisis, but is still continuing to low growth, high unemployment, and unbalanced growth. Hence it has emphasized the resurgence of startup and entrepreneurship since global financial crisis in major countries. Advanced countries have reason to emphasize entrepreneurial spirit, namely, entrepreneurship in new startup and venture play a key role leading innovation to new industries, markets and job creation.
Regarding startup and entrepreneurship, the role and function of the university is very important. Because universities have future techno-entrepren eurs to work for the sustainable growth, and also to foster entrepreneurs through training and building skills and management capabilities. Above all, Univ. Specializing in S&T is likely to have potential to improve into global research-focused universities by building the nation's top level capabilities from basic research to market-oriented research.
This research has objects to suggest plans on how to strengthen technology-based startup education and to understanding the organizations of technology commercialization as a part of technology commercialization activation in Univ. Specializing in S&T. First, we identify the current status and issues in founding a business in order to provide entrepreneurship education strengthen plans the University of Science and Technology, and conduct in-depth study to identify current status of entrepreneurship education at the University of leading national and international status of entrepreneurship. As a result, we propose co-curriculum of technology-based startup for five universities, and suggest as a specific management plan, formation of permanent organization like (tentative) technology-based startup education center, secure and building the professorate, and startup-friendly academic programs.
Second, we suggest formation a joint technology holding company of Univ. Specializing in S&T to promote commercialization through utilization and reinvestment of technology development outcomes. We concretely propose the company formation plans, driving direction of business, a profit model, and standard organization model for activating organizations dedicated to technology transfer. We expect that the outcome of this research would contribute to utilize in activating technology-based startup education and the organizations dedicated to technology-transfer, policy making, and also strengthening nation's competitiveness.
