Abstract

The development community and the countries it serves have come to understand that science, technology and innovation (STI) is an integral tool for overcoming the challenges of poverty alleviation and sustainable growth. For many, Korea serves as an example of how to successfully leverage STI for this purpose since it has been able to transform itself from a poor nation into a wealthy one. Part of this transition includes Korea becoming a donor nation for which it needs to craft an ODA policy. This report captures aspects of the multi-year program on S&T cooperation for developing countries that has been tailored to help identify this policy by defining STI ODA demand and supply, establishing a model and methodology, studying the Korean development experience and developing appropriate STI ODA projects and programs that can respond to the international cooperation needs of the government.
