This study raises the issue of the quality and quantity mismatch of science and technology human resources in region. Gradual decrease of the employment ratio has been one of the big social problem for several years. Thus the employment ratio of graduates is the key index of the performance of university.
However, small and mid-size firms in regions outside Seoul still appeal the issue of the lack of skilled human resources. It is definite that various factors are interwined in this quality and quantity mismatch, e.g., the gap between capital and the other region, the change of socio-economic system, the rigid ranking system of universities, and the insufficient effort of regional universities.
This study is an attempt of diagnosing the current level of quality and quantity mismatch in region, and investigates the career path of human resources in science and technology in region. We have shown that the highly occupied area of graduates does not coincide with the area of regional strength, which means that regional universities are lack of reflecting regional demand of human resources. We have also found, through the analysis of the career path of employee, that the gap between capital area and the other regions is significant and the mismatch between regional demand and supply from university is the key cause of the shortage of human resources from demand side and the low employment ratio of the supply side.
In concluding remarks, we have proposed that more demand-friendly reform of university education and the national liaison system of industry-education-employment are highly demanded for the settlement of the quality and quantity mismatch of science and technology human resources in region.
