In the 21th centry, one of the most important thing for the competitive advatnage of certain countries or organizations is "Science and Technology". Since the importance of R&D and its output is emerging, the development of new technology should not be the only theme for private company. Therefore, the role of GRIs(Government Research Institute) has been emerging significantly especially in the technology intensive country like South Korea. As a matter of fact, there were the number of studies which was carried on about GRIs in Korea. Prior research on GRIs were about research personnel, R&D expenditure of GRIs, governance system of GRIs, etc. However, This research would contribute on the efficiency of GRIs through deep reconsiderations of Research-support personnel system. Through this research, the government should shed new light on the focus of important factors for GRIs. This research conducted the multiple regression model to analyze the effect of inputs(Research personnel, R&D expenditure, and Research-support personnel)on the outputs(Research papers, Patents, and Technology royalty incentive) for GRIs. As a result, the importance of research-support personnel has been tremendously increased, while that of the R&D expenditure has been decreased and not significant. This paper argues the importance of Personnel-focused policy on GRIs, proposing new policy for the government R&D competitiveness. Using the result of our regression and case studies from advanced countries' public research institute, this paper proposes the main focus for the betterment of GRI's efficiency is the research personnel and its support system, not the R&D expenditure.
