Abstract

Government have implemented some policies for making a creative economy which offers jobs to people while revitalization of start-up business based on innovative ideas have became the motive power of creative economy. The key point of creative economy is that start-up businesses rise to international success and then that will make job creation and new growth power for a country. Therefore, this study will show that start-up business becomes mid-sized firm or 100 billion venture which generates more than 100 billion Korean Won in sales with success path of 'foundation - survive - growth - success' and success factors in each step. With this analysis, we tried to improve effectiveness of venture supporting policy through policy proposal with success path of technology-based start-up business. Therefore, we suggested 4-phase growth model 'pre-start-up stage - start-up stage - growth stage - maturity stage' based on the preceding research and analyzed success factors across stages.
In this paper, at first we checked current state of domestic start-up businesses and ventures and then also considered outcome and problem of supporting policy. We reviewed the point at issue of venture ecosystem and established policy which needs to be complemented. We did empirical testing on determinants of entrepreneurial intention with a survey related to university(graduate) students' entrepreneurial intention and period of time and also analyzed success factors of successful start-up businesses across stages of growth, regional character, category of business character, feature of company and characteristic among fields. In addition, we checked success factors of commercialization process in the stage of foundation through startup accelerator cases in abroad. Policy implication will be come by performed analysis.
Analysis result we get is as in the following. First of all, human resources for venture are selected through start-up training program in the pre-start-up stage. The government has to make environment for start-up with some effective education. Second, accelerating system has primary role for revitalization of start-up business and so the government has to appoint systemized accelerating among companies and support it with regulation-free and policy related supporting. It will help to do revitalization of start-up environment with strategies across stages of growth and fields.
