Abstract

Objective of this study is to forecast innovation system of new industries based on which to suggest pre-emptive response strategies as a solution to create new growth engines, which the government is undertaking, and to support their successful role in driving new industries. Based on such context, this study suggested new methodologies and analysis framework, which were applied to new industries currently being identified and developed by the government to determine role and strategies of innovation parties conducive to creating and rooting down growth engines with success.
To this end, the study applied integrative analysis methodology combining sector innovation system theory and Foresight Process. Interaction of components that make up industrial innovation system such as knowledge/technology, actors/network, institution, which all make up industrial innovation system and analysis of co-evolution process were carried out to identify driving factors and innovation themes to support analysis framework. These were then combined with potential changes that accompany such uncertainties as global trend, market demand, institution, firm strategy and hierarchy. Case-by-case scenarios were developed based on explored foresight and policy agendas by each key party to the industrial innovation system to ensure successful settlement of new growth engines were identified. Analysis framework consisting of the foregoing was applied to personalized medicine, smart logistics and smart city industry to forecast future of innovation system in each industry and determine response strategies.
