Since Korea became an official member of OECD DAC and its ODA fund continues to increase, it is necessary to elaborate and specify ODA strategies and programs. Korean ODA will target global challenges, which have been tackled through various bilateral and multilateral agencies with only limited success. This policy report proposes that Korea play a leading role with STI ODA initiatives to collectively solve global challenges.
The development experience of Korea demonstrates the importance of endogenous technology development and self-reliance in promoting strategic industries. The many requests on science, technology and innovation ODA from developing and less developed countries also suggest the recognition of Korean experience. As Korea seeks ways to contribute to solving global challenges with its limited resources, STI is the most effective target because it effectively builds the capacity of recipient countries to enduringly develop their own economies.
This project is designed to systemize, organize and institutionalize various STI development activities of STEPI that will formulate efficient and effective policies for STI ODA projects. Investigation and analysis, STI ODA strategy development and approach design, modularization of Korean STI experiences, identification and active responses of cooperation issues are major components of the project.
