Abstract

Science and Technology (S&T) infrastructure plays a significant role in improving the efficiency of research and development (R&D) and thus, promoting national competitiveness. Advanced countries started their support for S&T infrastructure a long time ago, but that was not the case in South Korea. The Korean government aggressively increased R&D funding to catch-up high technologies, but S&T infrastructure projects remained a minor issue in the government R&D budget allocation. However, S&T infrastructure has taken more attention since the mid-90s, when some Korean technologies (e.g., IT) excelled in the world competition. Since that time, the government has increased R&D funding for the establishment of S&T infrastructures.
This research aims to provide useful information in determining the government R&D priorities and specific strategies. It addresses three major components of S&T infrastructure, including 1) research facilities and equipments (F&E); 2) S&T information systems; 3) S&T linkage systems. This research presents the current status and problems of the three components by assessing data from the National Science and Technology Information Service (NTIS). It also identifies future priorities in the three components and offers policy suggestions by analyzing the responses from our surveys.
Overall, the findings show that research F&E takes highest priority in the govern ment R&D spending among the three components of S&T infrastructure. More specifically, the analysis suggests more government funding for F&E relating to IT and BT rather than other cutting-edge technologies, such as CT, NT, ST, and ET. It also recommends more common-use of research F&E. The assessment of S&T information systems suggest to improve the quality of collected information to the world level. Additionally, it advises us to develop problem-based high value-added contents and to enhance smart service for continuous advancement of the S&T information systems. For linkage systems of S&T activities, the survey results recommend more government funding for technology transfer systems and university-based R&D collaboration.
