This study raises the issue of the research-education nexus. The liaison between research and education has long been regarded as a necessary and inherent characteristics of the higher education system. Especially, since the merge of Ministries of S&T and Education in 2008, the link between the higher education system and national R&D system has gathered growing interest.
However, there also exists a strong tendency towards not linking but differentiating research and education. Responding to the growing concerns on the glonal competency of university, 'the characterization of individual university' has been put emphasis since 2000. In that, the differentiation of 'research university' and 'education university' plays the key role.
The research-education nexus can be viewed at the three levels of dimension; first the microscopic nexus inside university, second, the link between research institution and education institution, and the link of R&D policy and HRD(Human Resources Development) policy.
This study has paid attention to the last type of nexus, and investigated the current status of the link of the two policies. It is shown that there are little connection between the two policies and the importance of the nexus has only been referred conceptually. In concluding remarks, we have proposed the concept of 'human resources development through research and development' and 4 policy directions.
