It appears that the nation’s newly taken policy related to scientists and engineers is focused on the need for their better compensation and more investment in the training of young people in the S&T sectors. The number of people specializing in the said sectors, including those engaging in the relevant R&D, has increased noticeably, but the phenomenon of qualitative mismatch has become serious amid their more and more poorer comparative compensation.
It is time for the country to start considering the desired effects of the policy related to scientists and engineers and what are the best ways of achieving the policy’s objectives besides simple investment in the said areas. This study characterizes the flow of the existing policy and suggests the best way for the means for converting the relevant policy focused on high-caliber scientists and engineers, i.e. those with master’s and doctoral degrees.
