Abstract

Recognizing innovation activity as a key driving force for economic growth, Korea has stepped up its innovation efforts since the 1960s, which also led to active R&D investment since the 1980s. As result, in terms of the quantitative indicators on innovation activities such as R&D input, Korea has now joined the ranks of global leading innovators. However, whether such quantitative growth is accompanied with qualitative growth has not yet been confirmed. Especially, recently released innovation- related indicators like trade balance in technology transactions suggest that the competitiveness of Korea’s innovation activities is now faced with serious limitations.
Starting from the early 2000s, environment surrounding innovation activities has dramatically changed and the innovation system has evolved from a closed to an mopen system, which has resulted in more diversified models for creating, utilizing and protecting knowledge and heightened interests of various innovation stakeholders. Considering that knowledge property is the direct outcome of innovation activities, the competitiveness of knowledge property is a key source for competitive innovation activities. From this perspective, this study starts with a diagnosis of knowledge property in Korea to find a solution for the above-mentioned limited competitiveness of Korea’s innovation activities. The focus of the diagnosis will be on the government-initiated knowledge infrastructure, not on the market-oriented knowledge, analyzing the current status of Korea’s knowledge infrastructure and its global competitiveness. For the first year of this two-year study, a preliminary diagnosis on the current level of Korea’s knowledge infrastructure relative to the global standards has been conducted prior to an in-depth analysis on the different types of knowledge property infrastructure. Knowledge infrastructure is an extensive concept covering S&T, R&D and intellectual property (IP), so the diagnosis of the knowledge infrastructure is conducted in each of these three areas using specific indicators by area.
