Abstract

The objectives of this study are to analyze the performance of government policy to promote the New Growth Engine in Korean Industry and to suggest government supporting policy to strengthen the technological competitiveness and competence of companies who are working in those industries such as green technology industry, high technology fusion industry and high value-added service industry. In order to fulfill these objectives, we reviewed a lot of literatures, and developed an analyzing framework to evaluate the performance of government policy on the theoretical basis, and also analyzed the difference in industry competitiveness as a sum of company competitiveness between before period and after period of government policy intervention.
With empirical analysis, we attempted to evaluate the impact of New Growth Engine policy on industry competitiveness in terms of technology and company. We collected, categorized and analyzed company database belonging to New Growth Engine industry more than 2,400 from 2006 to 2011 period. According to the result, even though there were no prominent differences in technology competitiveness between two periods of before and after of government supporting policy, the half of New Growth Engine Industries showed a promising signal in strengthening their technological competitiveness. But, we found that there was wide regression in company competitiveness, which could be resulted from global financial crisis and following economic ressesion. (The rest is omitted)
