The investment in use-inspired basic research for the year 2012 has increased to 50.3% of the total government R&D budget, since importance of original & fundamental technology has been emphasized in the paradigm of creative innovation. Securing economic values through commercialization of use-inspired basic research results is essential in order to attain legitimacy of public investment. In technology maturity stages, the use-inspired basic research is where the marketability is considered for the first time. As whether a technology would become the original & fundamental technology is determined at the actual application, public-private cooperation is essential in use-inspired basic research stage.
From the very early phase of governmental R&D policy, Korea has been promoting the cooperation between industry, academy and research institute by directly participating firms in government-led R&D projects. However, as objectives and characteristics of government-funded technologies are evolving into original & fundamental technology, it is necessary to examine whether our strategies for public-private cooperation in government R&D projects are appropriate for facilitating commercialization of the research results. We need the research on strategies and directions for public-private cooperation from system perspective, in particular, with regards to commercialization of use-inspired basic research results or innovation based on original & fundamental technology. This study is carried out with following questions: i) How to approach the public-private cooperation for governmental R&D projects on use-inspired basic research from system perspective?; ii) What are the characteristics of Korea’s public-private cooperation on R&D.
