Abstract

Korea's dynamics and the surprising economic achievements are recognized as success cases for LDCs(late developing country) around the world. However, on the other side of the coin for rapid economic growth lies a continuously growing shadow such as environmental pollution caused by the increase of industrial facilities and worsening social inequalities in areas such as health and education. Health administration and safety of the people, pleasant living environments, guarantee of work environment, and other desires for basic quality of life were pushed back as secondary objectives of policies.
In the science technology sector, there are many who point out that the paradigm of pursuing only growth should be rejected, and instead, balanced policies that place priority on the nation's health and safety should be pursued. Science technology was the most effective resource and method for a late developing country like Korea to resolve its poverty issues and to narrow the gap with advanced nations. It is now time to focus policies on improving the happiness of the people.
This study was designed to contribute in finding the answer on what the nation should do, how it should make investments, and what ways it should bring about results in order to contribute practically in improving welfare. First, for science technology policies and R&D projects related to ‘improving national health’and‘constructing safety infrastructure’, its objectives were examined, followed by investigating how it is carried out on which project structure. Also, issues remaining despite such policies and research projects being carried out were examined and the challenges for future science technology policies resulting from such issues were discussed. We believe that appropriate research was conducted in a timely fashion when discourses on welfare are hot issues. However, it must be pointed out that there were many limitations in reality due to the limited time and expenses that could be invested. The topics of welfare and science technology will be continuously dealt with in the science technology policy research field in the future as well. We hope that we will be able to contribute in improving national welfare through more in-depth introspection and sincere research.
