The purpose of this study is to propose the medium and long-term construction policy based on the prospect of major environmental changes related to the construction industry. As the future domestic construction investment is expected to decrease, and all construction industry environments are projected to change, related systems need to be organized so that various existing regulatory policies of the construction industry which were established in the development period are reorganized and make a soft landing on the changing factors affecting the construction industry, accompanying paradigm shift and construction policy plans to support such a shift. Chapter 1 as the introduction part examines the background, purpose, scope, and method of the study as well as reviews of previous related studies. Chapter 2 organizes major enviromental changes to the construction industry and suggests the accompanying paradigm shift. Among resulting major environmental changes are stable growth, globalization, the reunification of North and South, creative economy and economic democratization. As a result, thye paradigm of the construction industry is expected to shift from domestic construction to overseas construction, from new construction to maintenance, from traditional and public to practical and private SOC investment, from focusing on construction to convergence with engineering industry, and from regulation-oriented to market-oriented.
Chapter 3 presents current system problems, obstacle to managing such paradigm shift. Among such obstacle factors to dealing with future changes are inadequate adjustment function of the construction market and poor construction production system, connecting owners, general contractors and subcontractors. In addition, absense of integrated maintenance management systems, private investment inducement systems, growth engines of overseas construction and inter-Korean cooperation systems, as well as cost-oriented public project delivery systems are indicated by specific area of the construction industry.
Chapter 4 proposes the medium-and long-term construction policy plans for each system based on the current status of city construction industry and those problems presented in Chapter 2. Among major development plans are suggested creating reasonable competitive conditions of construction market, streamlining construction industry production lines, organizing public construction project delivery systems and maintenance management systems, stimulating private investment and creating demands of new construction, seeking for solutions for construction industry through overseas expansion and creating new demands through inter-Korean cooperation. The detailed improvement plans are proposed accordingly.
The study finds plans for reestablishing the construction policy in a medium- and long-term period. To achieve this, major improvement plans are derived by conducting expert surveys targeting experts related to construction and people in the construction industry. After such improvement plans, specific plans for construction industry improvement are expected to be delivered.
