Abstract

This study analyzed the Food Control Policy enforced by the American Militttaary Government(AMG) in Korea because of the lack of food situatiod in1945. 11-1948. 8 and farmers who were the victims of the Food Control Policy expressed what kind of proterd movement.
The problem of lack of food was regard as menacing the core factor of systematic stability. AMG carried the Food Control Policy purchasing farmer's retained rice and distributing to non-cultivator in the city into the effect. But lack of reserved ricebrought about importing grains from foreign country, mostly from USA.
Likewise the Food Control Policy was enforced through mediation of system of AMG. That means it is important to understand AMG as a food control mechanism. AMG wanted to control farmers enforcing grain collection and to stabilize the city supplying food to city inhabitant. In taking issue on the food problem, existing studies have took the focus on distibuting food and severity of grain collection, especially outcome of food policy. Namely, unstability of labour factor in the city causes the food control policy-grain collection in rural sector, food distribution in urban sector. But it is important to understand the relation among AMG, leftists, farmers as food-producers and food customers in the city. Before AMG landedd in Korea, the leftists already had taken nationwide political initiatives. The leftists having political leadership took charge of controling and managing food.
But beginning with free market in rice free market had failed, AMG began to enforce the food control through grain collection program. The food control program was shown in failing free market in rice, but it was considered at first stage when AMG made an economic policy.
AMG established some apparatus which were National Food Administration, New Korea Company and Interim Legislative Assembly. AMG let these apparatus execute the food control policy, using these apparatus AMG intended to enforce food control by Korean administarator indirect way. Especially these apparatus made use of appeasement or sanction in order to support AMG food control.
ON the other hand, political parties were interested in securing food control right their own or creating economic surplus. The leftist were concerned about recovering food control right. But go contrary to their wishes, They directed 'New Tactics' and objected to AMG's food control program. The rightist parties continuously claimed re-establishing free market in rice, wanted to make economic interests.
Farmers protested against grain collection program during occupation. This protests were made under leftist agitation and instruction. The revolts in 1946. 10 outbroke nationwidecombined withfood shortage in the city, protests about summer grain collection in 1947 occurred at the local level and showed dispersed characteristics. Summer grain collection in 1947 farmers showed dualistic behaviour pattern. Some of farmers objected the grain collection program, and another followed AMG agricultural policy. Obeying AMG's policy, farmers wanted to realize the desires which they owe their own land.
