This study examined the work of social welfare workers and reviewed related issues, in order to present base data to identify measures to improve working environments and maximize the effectiveness, expertise, and autonomy of social welfare workers.
It was determined that social welfare workers are experiencing the following difficulties: first, most are burdened by excessive workloads and responsibilities. The average number of households in one social worker’s care is 247.1, and many of the tasks they are expected to perform not strictly related to social welfare. Many social workers find it hard to provide professional person-to-person service due to excessive workloads, a poor working environment, and the lack of social resources in local communities. The education and training programs for the social workers are not sufficient in terms of quality and quantity, completely failing to fill the needs of the social workers who want practical and professional training. Excessive workloads and a lack of promotion opportunities have led to a low work satisfaction level and a high level of stress for social welfare workers. This, in turn, undermines the quality of their service. Finally, there is a structural problem in the insufficient administrative system for social welfare workers, which inhibits social workers from working as professionals. All of this results in a situation where the effectiveness of the Social Welfare Worker Public Assistance Program is undermined, and the quality and sustainability of the service have deteriorated.
Therefore, in order for the Social Welfare Worker Program to serve its purpose, and for social welfare workers to establish their position as the professional workforce of the public welfare sector, a social welfare delivery system should first be established and measures to address the issues in a gradual manner should be sought out.
Short-term measures include: securing the legal status of social welfare workers to improve their rank structure, improving the social safety net system, enhancing the education and training programs to develop expertise in social welfare, establishing a social welfare delivery system, developing social support systems for social welfare workers, raising public awareness of their work, and devising objective assessment methods to evaluate their work.
For the long-term, there should be a new delivery system that is solely dedicated to social welfare work. More specifically, by establishing a social welfare service office which manages and supervises all social welfare programs, it will be possible to enhance the long-term effectiveness of the Social Welfare Worker Public Assistance Program, and to streamline the welfare service delivery system.
