Abstract

This research presents policy direction for, and detailed program models on, the mental healthcare polices of local communities that can be applied in Korea, thereby contributing to enhancing national public health as an alternative to the current hospital-oriented psychiatric patient management system.

This study first examined cases in economically advanced countries which have adopted local mental healthcare programs as a part of their national healthcare policy, and the current status of mental healthcare in Korea, and identified the needs of regional communities for mental healthcare programs. It indicated that Korea now should adopt local mental healthcare programs to manage psychiatric patients, and to devise measures to establish a system for local mental healthcare programs.

Based on this research, locally-based programs were developed to help psychiatric patients, who have been treated in mental hospitals or related facilities, to integrate into society. In addition, methods to identify and manage mental illnesses at an early stage in local communities were devised as well.

Based on the findings regarding regional needs for the mental healthcare, measures to implement applicable mental healthcare programs by primary healthcare institutes are presented as two business models:
The first model can be referred to as the “Research Model”, which was developed based on studies of cases of mental healthcare programs of other countries. The findings of this study places the mental healthcare center at the core of the program, under the assumption that the center will be a completely independent facility, separated from existing facilities.
The other model is the “Practical Model”, of which program contents and systems are similar to those of the Research Model, but assumes that some of existing facilities will be designated for the program and not newly established, considering practical issues. It is recommended that the findings of this research to be applied with a re-combination of the models, after conducting a multi-faceted investigation, and taking into consideration the conditions of the local community.
