Abstract

As part of the administrative reform project for the construction of a new Korea, this study aims to collect the data necessary for the renovation of the social welfare administrative organization, to adapt to with changes in the social environment. Also, this study collects data for the resolution of administrative demand and problems with the administrative system of the Ministry of Health and Social Affairs.

A survey of related literature has revealed the following problems in relation to the administrative system of the Ministry of Health and Social Affairs: First, there is a shortage of budget and professional experts due to the lack of awareness of the functions of the Ministry of Health and Social Affairs. Second, there is no organization available capable of planning and adjusting the long-term policy of health and social affairs. Third, there is a lack of capacity to respond to new administrative demands. Finally, there is difficulty in integrating and modifying the realms of tasks among departments.

With these problems under consideration, this study suggests some measures to improve the administrative organization of the Ministry of Health and Social Affairs, in preparation for welfare and changes in the health and administrative conditions in the 21st century. First, there is a need for the reinforcement of political integration and adjustment for the enhancement of the professionalism of mutually exclusive welfare administrative affairs, as well as a need for the reinforcement and expansion of long-term plans for welfare policy for the improvement of national welfare. Second, departments of the Ministry of Health and Social Affairs should be specialized enough to actively respond to national and social demands. Third, an administrative system should be established in order to promote the democracy of, active participation in, and accessibility to welfare administration.

Finally, the creation of the position of assistant secretary, reinforcement of the roles of the planning and management departments, such as planning, mediating, gathering information, and related matters, the creation of the position of trade cooperation assistant, and the creation of the welfare service policy department to solve administrative problems effectively in the current administrative environment.
