Abstract

This study is aimed at assisting the Ministry of Health and Welfare to establish detailed measures for improving health and welfare statistics by evaluating the statistics currently produced by the Ministry and presenting future directions and tasks to improve them in response to changing environments at home and abroad.

We analyzed the Ministry’s statistics production, statistics production system, and statistical yearbooks and identified a range of problems including a lack of basic statistics and indicators, lack of statistical accuracy, insufficient capability of the electronic statistics office, and an insufficient relationship with statistics consumers. Based on these findings, this paper proposes the following:

The Ministry of Health and Welfare needs to approach the central government to secure statistics experts, constantly develop new statistics, improve the quality of existing statistics, increase the usage of statistics, and provide technological support to regional and municipal governments with the production of statistics. It needs to develop mid-to-long term plans and implement them. In addition, statistics teams need to be expanded. To this end, it is necessary to increase staff in charge of statistics, secure statistics experts, and divide the current electronic statistics office into two sections: a statistics management office and an electronic data management office. With time, those offices should be upgraded bureaus which correspond to the level of the Statistics Information Department at the Ministry of Health, Labor, and Welfare. In addition, we identify the following as the basic tasks to improve health and welfare statistics in Korea: revising and complementing the yearbook on health and welfare statistics, developing new statistics, improving the methods of reporting statistics, securing credibility of research/survey statistics, and conducting surveys which share the same target respondents.
