The welfare policies for people with disabilities in Korea, focused on quantitative expansion and comprehensive service for life, education, employment and independence of the people with disabilities, are insufficient. This report evaluates the results of the First Five Year Plan for the Development of Social Welfare for People with Disabilities, provides the information required for establishing the Second Plan, and contributes to the development of welfare of the people with disabilities.
The main problems of the policies are insufficient support the stabilization of the lives of people with disabilities, the lack of a practical medical securities system, high unemployment rates and low salaries, and lack of consideration for females with disabilities. The results of a status survey shows that a life security system based on disability level is most critically needed. In many cases, the work available to disabled people is very limited, with low salary. Lack of rehabilitation hospitals and welfare centers, support programs for families of females with disabilities, and measures against various types of violence are also necessary. Legal, institutional, and administrative support is required. Additionally, the focus of welfare policies in Korea is on the ex-post measures after the disabilities have incurred. It is necessary to implement effective prevention programs through education and promotion at schools.
After the First Development Plan, the institutions dealing with people with disabilities were systemized, the public consciousness regarding disabled individuals has been expanded, and basic infrastructure such as special education, computational support and occupational capabilities development training has been established for people with disabilities. However, it is also necessary to improve the prejudices and biases against people with disabilities.
In the mid- and long-term development plans, a new department will be established for income and medical services security, insurance of employment equality, establishment of support systems, provision of local social services, insurance of rights to movement, and special considerations for females with disabilities. Furthermore, as a preventive measure, genetic diseases diagnosis for unborn children, infant medical examinations and vaccinations will be implemented, and education systems for safety, healthcare, and improvement on perception for people with disabilities should be strengthened.
