Abstract

The objective of this study is to understand the problems and current status of the regional resources of social welfare facilities in Korea, and seek ways to solve chronic scarcity of financial resources. Additionally, the study also suggests plans to establish high-quality social welfare facilities by developing political plans to utilize resources efficiently, based on studies of resource development plans in economically advanced countries.
In September and October 2002, the sponsoring organizations, size, contribution amount, sponsor management plans, and opinions on regional societies were analyzed to find the current status of donation and sponsoring facilities, as well as the problems regarding collection of sponsor funds. From this analysis, improvements to the perception of donation, expansion of donating groups, and plans to improve sponsorship systems and organizations were suggested. The direction of sponsors varied from publication of sponsored institutions’ magazines, calls to show appreciation to sponsors, and invitations to events, as well as employer attitudes. More active management plans will increase the effect of sponsoring.
The collection of donation funds requires sophisticated marketing techniques. Economically advanced countries such as America, England and Japan actively utilize political support systems for social welfare activities, donation culture, and donations through public collection and corporate foundations. It is also necessary for Korea to actively engage in activities to enhance the perceptions of citizens through policy and legislation.
It is crucial to determine plans to drive efficient distribution of resources to subjects in need through studies on the distribution of regional society resources. Plans to organically connect residences and institutions in the region with social welfare facilities to garner constant donations should be implemented, and it is imperative to establish realistic support systems for people in need.
