Abstract

This study aims to propose a new social welfare framework for Korea by analyzing the characteristics of the current public assistance and social welfare service and identifying the underlying causes of such characteristics. Most existing studies conducted in this area in Korea have been devoted to explain the nature of social insurance and public assistance. However, the structures of public assistance and social welfare service, despite their historical interrelatedness and functional complementariness as well as their important role in understanding the nature of a social security system in a country, have been largely left out of the focus of previous studies. This study examined Korea's system of public assistance and social welfare service in comparison with its counterpart in a number of advanced countries and in terms of how it has been applied to different age and social groups including the elderly, the disabled, and children. One of the main findings of this study is that public assistance and social welfare service in Korea do not sufficiently reflect the demographic characteristics of beneficiaries. As a result, Korea's social welfare service has been confined to filling the shortfall in public assistance, applied only to public assistance beneficiaries and low-income groups. Under the current circumstances, Korea's system of public assistance and social welfare service, which is in the middle way between the US's categorical public assistance and the UK's minimum income security, is likely to maintain its strong public assistance component for some time to come. However, more effort will have to made to separate social welfare service from public assistance and increase its scope so that it can meet the increasing need of people
