Abstract

As transport infrastructure has been developed in conjunction with economic growth during the past three decades, transport infrastructure has provided people with a convenient transport network. However, the transport SOC budget of the central government has been falling and it would be difficult to increase the amount of future SOC investment budget considering the current welfare budgetary expansion.

The recent transport investment trend has evolved from supply-driven investment to investment in management and operation. Also, a number of economic and social conditions surrounding transport investments, such as high-tech developments, a low birth-rate, and an aging population can bring many changes in the investment environment which only invests in constructing infrastructure.

This study has tried to diagnose all present conditions of SOC investment, such as the amount of investment, performance, and stocks as well as to predict the major challenges in economic and social conditions surrounding transport SOC. To meet the new investment paradigm shift from constructing infrastructure to infrastructure management and operations, this research suggests the direction of efficient investment of transport SOC. Also, there is a necessary diversion to qualitative investment; yet practically detailed investment implementation directions are rarely suggested.
