Abstract

This study aims to propose a new childcare framework by reviewing policies aimed to support childcare for families among foreign OECD countries and analyzing the characteristics of the current Korean childcare service. Most existing studies conducted in this area in foreign countries have been devoted to explain the relationship between comprehensive child/family support policies and women's participation in labor force as well as fertility rate. Not all. but many studies have showed the positive relationship between child/family support policies and women's participation in labor force and fertility rate. However, it is difficult to find these relationships in Korea. The reason for that comes from the weak childcare and family support system, in spite of the continuous enlargement of budget for child care and improvement of leave system for working women during last decade. The quality of childcare service was evaluated negatively and expenditure for childcare was not proper to provide comparing to wage can be earned by participating in labor force. As a result, women prefer child rearing to participate in labor force. (The rest omitted)
