Abstract

e-Health is the use of information and communication technologies to provide health care information and services to stakeholders. It pursues an improvement of quality of health care, increases of access to information and process, cost-saving, industry development related to e-Health, enforcement of competitiveness. Characteristics of e-Health are represented as "10 e's": increases of efficiency, enhancing quality of care, evidence-based, empowerment of consumers and patients, encouragement of relationships between physician and patient, on-line education, enabling communication, extending health care, ethics, equity. The policy goals of activating e-Health are to: improve e-Health laws and regulations; provide incentives; increase government support and establish a monitoring system; encourage financial investment for institutes related to e-Health, develop services and build a reimbursement system on e-Health; develop guidelines and application methods; conduct quality assessment; develop technologies; develop business models and promote pilot projects; share and exchange information; provide a solution to information and service gaps; contribute to human resource development/education and training; promote consumer education; raise public awareness; promote behavioral changes and conduct need assessment; increase privacy protection of health care; develop standardization; monitor outcomes; activating e-Health policy research.
