Abstract

A traffic congestion problem is one of serious urban problems in Korea. The congestion cost of the seven biggest cities in Korea is 17 trillion won that is 63.3 percent of the total congestion cost of Korea, 27.9 trillion won. However, the 72.1 percent of the total budget for road construction and maintenance in Korea have been mainly invested to improve rural roads in order to build national arterial networks. Also as insufficient budget problems in many local governments have been worse, projects improving urban road network have been more difficult to be conducted even though traffic congestion problems in urban roads became more severe.
For mitigation of urban traffic congestion, two strategies can be generally considered as follows: the traffic congestion mitigation based on traffic demand managements and traffic congestion mitigation based on urban road network improvements. The urban road network improvement can be classified to three types of road projects such as intersection improvement, urban road corridor improvement, bus service and facilities improvement.
