This study explores the role of social insurance as the primary social safety net. Social insurance is a mandatory social security mechanism that is intended to safeguard people from various social risks. From the 1997 economic crisis onward, not only has the rich-poor gap widened but also there have been increasing income risks associated with continued industrial and employment restructuring. Also, as the population ages rapidly, health spending is likely to increase. What all this suggests is that the role of social insurance needs to be strengthened.
In this regard, this study presents ways to reduce and fill up gaps in the coverage of social insurance, with a view to protecting people from social risks and providing them with adequate benefits. (The rest omitted)
