Local Governments' financial burdens have increased because of the need for subsidies for urban railway operators to cover operating deficits. However, the subsidies have not been able to encourage active efforts for management reform from the operators by themselves. Mainly because the subsidies are given by a uniform standard without any proper management performance evaluation.
However, the private operator shows better performance in terms of the operating deficit under the same fare level. Therefore the lessons from the private side can contribute to a better performance of public urban railway operators. (The rest omitted)
