This study draws implications for advancing Korea’s public assistance delivery system by conducting a comparative analysis on the public assistance delivery systems of other countries.
Public assistance programs account for a significant proportion of the social welfare system in Korea. The nation’s social welfare system is centered on the public assistance system and, the function of public assistance is very important. Moreover, the role of public assistance is getting more important in Korea after the IMF bailout. There are some issues concerning social welfare service delivery systems, but sufficient research has not been done on any reference models.
Examination of the public assistance programs of other countries can provide insight to developing proper delivery system in Korea. The institutions in countries with welfare state systems including public assistance programs (US, UK, Sweden, Australia and Japan) were analyzed, and the study has identified some common issues such as decentralization, separation between policies and policy execution, workforce, and cost reduction and restructuring (integration and linkage).
After analysis, Korea should allow the central government to be in charge of the execution of public assistance programs, until local governments develop capabilities to assume authority. Policy making and policy implementation should be separated as well to ensure autonomy, and fundamental questions should be asked through evaluation for future integration and linkage.
