Abstract

Recently, chronical traffic congestion in Seoul Metropolitan Area has caused enormous social costs such as loss of travel time, waste of energy, degeneration of air quality and increase of transportation cost. Transportation Supply Management(TSM), which has been persistently used as a way to reduce traffic congestion, was not suited for major instrument any longer because of space scarcity, environmental regulation, economic resources shortage and property problem. In addition, Seoul authority have supplementarily implemented various forms of Transportation Demand Management(TDM) such bus lane system and parking area restriction, but the effects left much to be desired.
