Abstract

Like any other metropolis today, Seoul is severely suffering from transportation problems. Major causes of the problem do not simply stem from the overly-grown population in number and the overly-extended concentration of activities in area, but are more rooted in the over-paced rapidity of growth during a quite short period of time. In an attempt to restrain the over-growing momentum, the Government has continued to apply various measures to decentralize the population and activities from Seoul, among which new town development looks noticeable. However, all such policies to control the growth of Seoul has come out almost unsuccessful. Rather it has made the situation worse due to the confusion between the growth problems of the Seoul and that of the capital region. It appeared very difficult to apply the control measures to curb growth both in the Seoul and capital regions simultaneously. (The rest omitted)
