Abstract
Higher education institutions in Korea have experienced substantial quantitative growth over the past 30 years. The number of universities and junior(vocational) colleges increased to over 300 in three decades. However, it is expected that many uncompetitive universities, especially those in non-Seoul metropolitan areas will find it difficult to fill the admission quota in the near future due to decreasing school age population. Particularly, as the number of potential entrants for junior colleges has decreased due to the recent Korean government’s policy of ‘Job First - University Later’ and education of many four-year universities has turned focus towards preparing for employment, they have suffered more seriously.
