Abstract

This paper presents a series of considerations that need to be taken into account in an e-Government legislation project, concerning the choice of a legislative form and mode. Its goal is to contribute to the ongoing initiative to enhance the coherence and efficiency of rule-making in the e-Government field.
The list of considerations proposed in this paper is aimed at assisting in the planning of a legislative method and strategy for e-Government rule-making projects which already have a well-defined content. The first consideration relates to legislative forms, as the selection of a legislative form is the foremost step in giving concrete shape to a rule-making project. The second consideration concerns the relationship of the planned e-Government rules to existing information and communications laws and regulations, as these two legislative domains largely overlap in terms of regulatory scope.
