Abstract

Although the revision on the Financial Investment Services and Capital Markets Act (FSCMA) laid the legal ground for establishing multilateral trading companies, no substantial moves have been observed so far in this area. The overhaul of the relevant regulation is a precondition for helping multilateral trading companies to lead visible changes in the secondary securities market. Ensuring freedom in establishment and operation, regulators should define thoroughly the transparency, accessibility, and stability requirements for multilateral trading companies in order to minimize the adverse effects from market fragmentation. The regulatory levels should be adjusted considering each venue’s size and nature. It is also necessary to expand the range of tradable products, which are currently limited to listed stocks.
