Abstract

Human resources in S&T(HRST) have been regarded as the key success factor in Korean economic development. In the industrial period, the mail goal of HRST policy was the training of high-skilled HRST for matching the expanding social demand, and was successfully executed. However, as the 21st century begins, there have emerged many unexpected and hard-to-solve problems related with HRST. Young excellent students avoid the path of scientist and engineer, unemployment and labor shortage coexist, and the labor market for HRST gets worse and worse although the huge amounts of investment.

In this point of view, this study calls this era as the transitional period of paradigm in HRST. Transition means the change of the goal of policy from the quantitative and static supply to the qualitative and dynamic management of HRST. The reason for the transition is as follows.
