One of the important goals of government R&D projects planning is to design '"ba" of innovation', in other words, designing R&D architecture. This R&D architecture is one of the most important factors influencing R&D productivity. Designing R&D architecture is a matter of how we construct R&D programs, and how we lay out "ba" for knowledge creation.
The planning process of government R&D programs is still focused on generic policy goals subject to budget constraints only. This means that the current planning process has limitation in making ‘context’ within a R&D program and between R&D programs. As a result, many government R&D programs don't reflect realities of market and rely on short-term changes and technological trends.
Therefore, it is necessary to try to design R&D architecture systemically in order to make relevant ‘"ba" of innovation' within each problem area. In this context, this study presents two approaches for designing R&D architecture. (The rest omitted)
