Abstract

The article puts the idea and vision of Productive Welfare in a historical and comparative perspective. A brief resume of the origins of the modern welfare state and its differentiation into institutionally different models or types of welfare state regimes in Western Europe. A presentation of main elements of the vision and programme for Productive Welfare in South Korea follows. Productive Welfare prescribes the government to play a more central, responsible and responsive, role in welfare provision. Policies implemented after the economic crisis of 1997 move the Korean welfare system a step closer to the so-called ‘social-democratic’ or Scandinavian type of welfare regime.
